Oily infant skin and hair?

I have a 4 week old who has ridiculous greasy hair and skin. About 2o minutes after his bath and having his hair washed, it's greasy again. He also has infant acne. Anybody else have this problem? Is there any safe remedies? He gets a bath about every other day.
Ive been using Eucerin Baby wash.

What are you washing him with? Which shampoo and wash?

Maybe it has something to do with that?

ETA: Is it the OIL body wash?? Make sure it isn't.
